The deck is the exit to my back door. We have our own backhoe and tractor with bucket. The base is currently, dirt covered by gravel. We can go ground level or on short pilons. Any ideas?

Outline the deck area with treated 4X4s or railroad ties held in place with long spikes. Get some 12″ masonry tiles or caps about 1.5″ thick and set them close together on sand. Sweep sand into the joints between the tiles.
